Virginians for High Speed Rail recently had a small group meeting to determine their position regarding high speed rail in Hampton Roads. The group decided on the following statement: "Virginians for High Speed Rail supports the improvements necessary to incrementally upgrade both Hampton Roads Corridors to Emerging High Speed Rail status of 90 mph track speed, with a minimum 90 percent on-time performance level; with the first steps being expanding conventional passenger rail service to Norfolk and improving the on-time performance of the passenger trains currently serving Williamsburg and Newport News."

A modification of VHSR's 3-90 talking points (90 mph service, 90% on time, 90 minutes between Richmond and DC) to a “2-90 rule” by dropping the Richmond to DC connection and clarifying the 90 mph to mean both sides of the harbor. 2-90 could then serve as a rallying cry for high speed rail service in Hampton Roads.
