		<description>In response to your input and the many comments we&#039;ve received about the survey,  we&#039;ve added information and a flow chart on the first page of the survey to help convey that: 
1) The survey is technical and 
2) The survey is part of an ongoing process and additional (less complicated) public-input opportunities will be provided.

Thank you for the feedback.  Based on your comments and other similar responses, the complexity of our survey instrument appears to be a barrier to completing this HRTPO survey. 
 
The intent of the survey is to gather technical information and public opinion about the importance of the various criteria within six project categories - Bike/Ped; Bridge/Tunnel; Highway Projects; Intermodal Projects; Systems Management; and Transit projects.  The &quot;Technical&quot; version of the survey included close to 20 pages.  The &quot;Public&quot; version is a simplified/shortened version &quot;Technical&quot; survey.  In the example that you provided &quot;Bridge/Tunnel Projects&quot;, question 1 seeks to gather information about the general importance of each criteria.  Question 2 seeks quantitative information that will transfer to a &quot;weighting factor&quot; for future prioritization of HRTPO projects.  We kept Question #2 in each of the categories to:  1) gather information for the development of &quot;weighting factors&quot; to be used to evaluate projects against other projects within the same category and 2) compare survey results of the &quot;Technical&quot; and &quot;Public&quot; versions of the survey. 
 
The HRTPO will use lessons learned from this effort to further improve our processes, including considerations such as comprehensive vetting of the issues, focus groups, and peer reviews of future surveys.
